Certified/Licensed/Trainee Appraiser
Box Elder County has an opening for a full-time Appraiser. The full-time Appraiser works under the general guidance and direction of the County Assessor. The Appraiser’s guidelines are set by the State, and will perform technical work in the appraisal of improved and unimproved rural, residential, commercial, industrial and real property in Box Elder County to determine market value for county tax purposes.

APPRAISER TRAINEE
General Purpose
Within the guidelines set by the State, works with appraisers doing yearly maintenance cycle of real and personal property in Box Elder County.
Supervision Received
Works under the general guidance and direction of the County Assessor.
Supervision Exercised

Example of Duties
Assists the County Assessor in the appraisal of real and personal property within the County for property tax purposes; assures the establishment and maintenance of procedures governing the assessment.
Identifies and locates property needing assessment; inspects and measures buildings and land within the County.
Assists the County Assessor in processing greenbelt applications, determining which parcels of agricultural land qualify to be taxed under the "Greenbelt Amendment".
Maintains and updates current records.
Appraises and prepares tax valuation and notices on mobile homes; assists in billing process.
Promotes public and private understanding of real estate values; handles tax payer complaints.
Performs other related duties as assigned.

Minimum Qualifications
Education and Experience:
Graduation from High School with course work in mathematics
One year of experience in appraisal or related field
Necessary Knowledge, Skills and Abilities:
Thorough knowledge of basic mathematics; ability to compute basic mathematic computations accurately; ability to understand and apply the “Greenbelt Amendment;” ability to follow written and verbal instructions; ability to communicate effectively, both verbally and in writing.
Special Requirements
Must be Bondable
Must have or be able to obtain valid Utah Driver License
Physical requirements include medium physical effort typical of the average office job; out-of-doors work in all kinds of weather conditions.
Frequent in-County Travel is required.

LICENSED APPRAISER
General Purpose

Interprets maps and land plats for valuation purposes; identifies and locates property needing assessment; inspects buildings and land within the County; determines and establishes fair market value on real and personal property within the County.
Assists the County Assessor in processing greenbelt applications, determining which parcels of agricultural land qualify to be taxed under the "Greenbelt Amendment".
Posts land and improvement values to appropriate tax records; maintains current records; informs and advises the County Assessor on real estate market value trends.
May help in appraising and preparing tax valuations and notices on mobile homes.
Promotes public and private understanding of real estate values; handles tax payer complaints; reviews affidavits and application pertaining to perspective assessment changes.
Analyzes real properties appealed to the Board of Equalization; formulates opinion and recommends valuation of “fair market value” using market, income, and cost approaches to value; corresponds with taxpayers as to justification of “fair market value.”
Performs other related duties as assigned.
Minimum Qualifications
Education and Experience:
Graduation from High School with course work in mathematics
Experience in appraisal or related field preferred
Licensed Appraiser in State of Utah.
Necessary Knowledge, Skills and Abilities:
Thorough knowledge of basic mathematics; working knowledge of real estate appraisal; ability to compute basic mathematic computations accurately; ability to understand and apply the “Greenbelt Amendment;” ability to make accurate and consistent appraisals of property; ability to follow written and verbal instructions; ability to communicate effectively, both verbally and in writing.
Skill in the operation of various types of office equipment including personal computers and software.

Performs appraisals of all types of real property using the most appropriate valuation methodology.
Interprets maps and land plats for valuation purposes; identifies and locates property needing assessment; ascertains highest and best use for individual properties; inspects buildings and land within the County; determines and establishes fair market value on real property within the County; computes assessed valuations; classified and values properties with changed legal descriptions.
Promotes public and private understanding of real estate values; handles taxpayer complaints; reviews affidavits and application pertaining to perspective valuation changes.
Analyzes real properties appealed to the Board of Equalization; formulates opinion and recommends valuation of "fair market value" using market, income, and cost approaches to value; corresponds with taxpayers as to justification of "fair market value".
Performs other related duties as assigned.
Minimum Qualifications
Education and Experience:
Graduation with a Bachelor’s Degree from an accredited college or university.
Five (5) years of appraisal experience.
Certification Requirements:
Certification through the Utah State Tax Commission or to be able to obtain such certification within one year of hire date.
Be a licensed appraiser through the Utah Division of Real Estate.
Necessary Knowledge, Skills and Abilities:
Thorough knowledge of basic mathematics; working knowledge of real estate appraisal.
Skill, knowledge, and ability to use a personal computer and mainframe system to facilitate the appraisal process.
Ability to follow written instructions; ability to communicate effectively, verbally and in writing. Considerable knowledge of public relations and interviewing principles, methods, and techniques; general communication skills. Ability to apply principles, methods, and techniques of effective supervision and personnel practices.
Considerable knowledge of: research principles, methods, and techniques in relation to real property, including report writing. Methods of land appraisal, including the terrain, capacity of the soil and comparable value.
Building cost estimating, inspection, and methods of appraisal, including basic building mathematics, construction materials, blueprint reading, and drafting principles and terminology.
Knowledge of real property descriptions and records, including zoning laws and regulations, surveying and mapping principles.
